Dr Oliver Hölzinger

Founder & Managing Director
Dr Oliver Hölzinger is a leading natural capital expert and innovator with over 15 years of experience at the forefront of nature and natural capital consulting. Passionate about harmonising economic success with environmental responsibility, he advises clients in the UK and internationally on effectively addressing environmental and climate challenges. His expertise lies in implementing the natural capital approach, developing meaningful indicators, and designing bespoke tools that integrate environmental value into decision-making.
Oliver is Chartered Environmentalist (CEnv), Full Member of the Institute of Environmental Management and Assessment (MIEMA) and holds a PhD in Ecological Economics from the University of Birmingham. His research focused on embedding the value of nature into decision-making processes. Prior to this, he earned a German Diploma (equivalent to a combined Bachelor’s and Master’s) in Environmental Economics and Management, reinforcing his deep understanding of sustainability-driven business strategies.
Oliver has extensive cross-sector experience, advising clients in housing, infrastructure, government, water, energy, and conservation. He founded and ran his first consultancy, CEEP (Consultancy for Environmental Economics & Policy), between 2011 and 2019, leading pioneering projects such as the UK’s first city-wide ecosystem assessment for Birmingham City Council. As Technical Director and Natural Capital Technical Lead at WSP, he advised some of the world’s largest organisations on their nature-positive transition.
To date, Oliver has initiated, managed, and delivered over 35 projects, collaborating with major stakeholders and partnerships. His achievements include leading the development of a natural capital baseline, accounts, and strategy for one of the UK’s largest water companies and designing spatially detailed natural capital provision and opportunity maps for local authorities and conservation groups. He also led the development of the Nature Assessment Tool for Urban and Rural Environments (NATURE TOOL), a holistic natural capital assessment and management toolkit co-developed with nearly 40 industry partners. Internationally, he developed a bespoke Biodiversity Net Gain (BNG) assessment tool for a global logistics leader and a tailored natural capital accounting toolkit for a major Middle Eastern developer.
Committed to driving sustainable development through knowledge exchange, Oliver actively shares his expertise via training sessions, webinars, and industry events.
Currently, NAS’s only team member is founder and managing director Dr Oliver Hölzinger. Whilst he can deliver all offered services by himself, he will gradually build up a team of nature advisory specialists.
